Thanks, you have dug up something in figures that pre-date the finalising of the text definitions. Indeed, Figure 4 should show that an Alarm can give rise to an Alert. (And the text should show that, too.) Now, it *is* intentional that a Fault gives rise to an Alert, while a Problem gives rise to an Alarm. This is because a Fault is Event-based, while a Problem is State-based. That is (IMHO) adequately captured in the definitions.
