Summary:
This document describes time-variant routing use cases in terms of resource
preservation, mainly in IoT, operating efficiency in cellular and campus
networks, dynamic reachability mainly in satellite networks. It is expected to
serve to bring updates to the routing protocols such as IGP, OSPF, etc. It is
well written, makes a good case, especially with effective use of simple
diagrams and is ready to go. However I have found a few small issues which can
be easily fixed. Major issues:

Section 1. I think that adding a paragraph on what is covered in Section 6
would help. Section 3. .. such a through Solar Panels : I don't understand what
is meant here, is it solar LED lights?

Section 4.
clouds on an optical link : why would cloudy weather affect optical link
transmission? Section 5. it seems like the term ground station is used to mean
the user antennas. There is also gateway ground stations. Please clarify this.
The acronym IGP should be expanded. Section 6. see above my comment on Section
1.
