Let's keep "all symbols exist as files" as a goal, not just an assumption. Whenever you create a new symbol, existing only in RAM memory, you schedule a save to files at a reasonable low priority to happen within a few minutes. If scheduling is not easy, think of the priorities when creating new symbols with GUI, it's OK to save immediately since the user is just entering keystrokes and mouse clicks anyway, not loading the system much.
