Even older releases, while they don't have changes.html, have changes/news etc. written in the pages referenced from https://gcc.gnu.org/releases.html#timeline Also see https://gcc.gnu.org/develop.html#timeline For questions like who has added feature XYZ, the best source is just the source repository's history or ChangeLog files.
