I think you have misunderstood. If you don't have a license text then
there is no permission to distribute the document at all. You need to
include a notice about GFDL licensing, and the text of the GFDL.
Updated patch attached. Other changes: Support --with-bugurl, fixed
AC_ARG_ENABLE usage and remove LICENSES from this patch (into a separate
patch).
