That's PR 43448.  Yes, it should be removed from trunk and active release 
branches.  I think the gcc-gnats email gateway to Bugzilla was disabled 
(or broken) with the recent Bugzilla upgrade, though I don't know what 
sort of bounce you get if you submit something with gccbug now.
