They are not. I was taking the approach that I ran by several gcc maintainers to incrementally update to bugzilla versions all along the way, so that if something happened and I had to stop, the update wouldn't be killed. So for instance, instead of 2.20+ > 3.6.1, I was doing 2.20 > 2.21, etc.
