No, we don't want -Werror for files that are excluded from -Werror for
a bootstrap. If the user/developer configured explicitly with
--enable-werror,
and (s)he is building a cross-compiler, then it is sensible to enable -Werror
under the assumption that the build compiler will give the same warnings
as a stage1 bootstrap compiler.
