However, I dont know how to make those changes effective.
You did not explain at all what kind of changes you want to do, and why!

If you want to contribute to GCC core, you should be aware of the [legal] prerequisites, see
http://gcc.gnu.org/contribute.html - in particular the transfer of copyright to FSF migh take several weeks or months.
I am supposing you want to make GPLv3 free software changes to GCC. But I don't know why you want to do that. GCC is a
very complex software (four million lines of source code),and nobody understand all of it.
A possibly simpler solution for you might be to develop a plugin for your changes. GCC 4.5 (the next release) will allow
plugins. And the MELT plugin offer a higher-level language to code plugins.
Still, we cannot help you because we cannot guess your objectives.
