That release was the first time many members of the gcc community had
seen the library license.  Several people raised issues about it.  We
are now waiting for those issues to be resolved.

Members of the steering committee have reported, on this mailing list,
that they are waiting for an OK from the FSF.  There is a very long
thread on this issue.

You are using an accusatory tone, but I don't know what sort of answer
you are looking for.
