I don't think anyone is working on it at the moment; since Apple hired Doug Gregor he isn't working on GCC at all anymore.
I also know that ConceptGCC's implementation isn't the best, so it'll be good to know which parts of it are in good shape and which must be rethought and reimplemented.
He'd be the best person to ask about that, I haven't had a chance to review it yet.
I believe the conceptgcc-branch is more current than the cxx0x-concepts-branch.
