Yes, this phenomenon has been given a name, by Parkinson of Parkinson's law fame: "bike shed". Someone even made a web site dedicated to the phenomenon: http://www.bikeshed.org/ "Parkinson shows how you can go in to the board of directors and get approval for building a multi-million or even billion dollar atomic power plant, but if you want to build a bike shed you will be tangled up in endless discussions." As for the issue at hand, we've basically exhausted it; every reasonable combination of solutions has been proposed, as well as "don't fix it".
