trunk configured on i486 (on x86_64 hardware) with

  --enable-targets=all i486-linux-gnu

fails to configure the first 64bit library (libiberty), not finding
the correct libgcc.

$ ls build/gcc/64
ls: build/gcc/64: No such file or directory

so the 64bit libgcc doesn't seem to be built and the multilib directory not 
created.
