Why it is important to not have CFLAGS influence the build product? The standard, is for it to so influence the build product. Why is it important for gcc to not follow the standard?

Because when I happened to change well-established operation modes, in the past, I encountered a lot of resistance, and I don't have the time resources to start this one more now.
