Well, we will need something like this for the LTO project (http://gcc.gnu.org/wiki/LinkTimeOptimization). I am not sure whether there is anyone actively working on it ATM, though. As far as timelines, that is fairly hard to predict. It may be a few months or a couple of years.

The only change in this area that I'm aware of is the streaming of type information using dwarf. But that is not the same as having a proper GIMPLE type system.
