It appears that you don't realize that many of the principal GCC developers do GCC development work as part of their paid job, either full-time or on a consulting basis. Most are still volunteers in the sense that they take on tasks that go beyond what they are directly being paid for, but they are in a position to spend a lot of time on GCC development and still put food on the table. The same is true of many Linux kernel developers.
