Hi All,

apparently the contrib/check-MAINTAINERS.py script requires that surnames in
the MAINTAINERS file are ordered in a way that any uppercase letter < any
lowercase letter.  Do we want that?

If we do require that, then we have to move Somya AR's name to the start of the
Write After Approval section like this:

But that seems kind of weird -- at least to me.  So I tried seeing what would
happen if we treated uppercase/lowercase variants of the same letter as being
equal in the ordering

Apparently, that would also require moving some names around.

Does anyone have any opinion on this?  Does anything other than the script say
how the names should be ordered?  Can I just go with the second version?
