Cross Compiler Unix - Windows

Can you recommend a solution for compiling Windows DLLs on any  
variation of UNIX?

We currently do this with Cygwin/Windows, but would like to go one  
step further and do the builds on a UNIX machine that produces  
Windows DLLs.
