I would recommend that, for each ChangeLog, you say simply

  * all files: update FSF address in copyright header

and then call out specifically those files that require special handling (as
discussed in Joseph's message).  Don't use pseudo-globs.

4.0.x and 3.4.x are up to their respective maintainers, but I would think it a
good idea to do this update on every active branch.
