The following patch fixes the code to match the commentary of the algorithm such that block frequency is used instead of edge frequency. The change is pretty much neutral on SPEC, max differences of +/- 1% with most showing no difference. Bootstrapped and regtested on powerpc64-unknown-linux-gnu with no failures.
