basically $subject, making some code unconditionally compiled, and changing other things from #ifdef to #if so they can be made unconditional incrementally. patches individually bootstrapped + regtested on x86_64-linux-gnu, and a slightly earlier version of the series ran through config-list.mk. I think everything here is either preapproved, or obvious so I'll commit it later today if nobody complains.
