I don't think that is true. Most targets even microcontrollers one have a
standard C library.
Also how are you configuring GCC? If you really only want GCC and libgcc, the
easiest way to do that is:
make all-gcc && make all-target-libgcc
make install-gcc && make install-target-libgcc
