Well, I suppose it could be a combination of factors why we don't see
something like multiple characters in audio games.
For starts, you need to remember that the majority of blind game
players and blind game developers have little to no experience with
mainstream games. That lack of experience really leaves them without
an idea of how they can improve upon their design, and are often
unaware that features like this exist. Its only when gamers like
yourself bring it to their attention they are made aware of features
like this, and by then, depending on how they wrote the game, it might
be too much work to go in and add this feature into the game.

The other depends on the game's storyline.  If there is a specific
hero or character in the game adding extra characters might not really
fit that particular game or story.

For example, my Tomb Hunter series pretty much revolves around Angela
Carter and is written from her personal perspective. Even though I
could add other characters from her team etc the story really isn't
about them. So adding additional characters might feel a bit weird to
me.

Now, if I were creating a game like Castlevania and decided to
introduce a team of vampire hunters with different skills and weapons
that would be a different matter because the story was written from a
team play perspective rather than any specific character. I think if a
developer has this idea from the beginning it is easier to modify the
story to include extra characters, help fill out their special
abilities, and of course give them each a convincing back story as to
why they are there in the game. That takes a bit of extra work and
perhaps a little more forethought before committing story to code.
