Hi Nicol,
Not necessarily. Keep in mind the floot is required for a magical 
creature you encounter later in the game. So itmakes sense you would 
find such an item in the Care of Magical Creatures Class room.
As for the remember all read some more in your Harry Potter books, and 
you might see Phil's placing of items is logical.
After all I don't think Sarah is actually finding Harry's actual floot, 
remember all, or any of the major items he and his friends carried, but 
other similar items left by other students during the school year.
As for items like the map it is possible Harry, still under age, 
probably had to turn the map in at the end of the year, and it ended up 
on the care takers desk or something like that.
So bottom line I am sure Phil can come up with fairly reasonable 
explanations why things appear where they are.
