You need to install the DirecX files. Even if you run the file from the USA Games page, it doesn't actually install the components, even though it does ask you to specify a folder to extract them to. Once they've been extracted, you need to then go to the folder you extracted the files to and run the Dxsetup executable. That should clear the problem right up.
