In my eyes, the real solution is to not clutter the page with
stacked windows but instead use separate pages.  Fvwm won't
overlap the button window unless other windows are already much
overlapped.  It's also possible to individually set the penalty
for sticky windows with the MinOverlapPlacementPenalties style.
You might also make the button window "staysontop".  Another
option might be to configure a keyboard shortcut to get the button
window back to the top.

Using the struts is really awkward because it limits proper use of
the available space in many unnescessary situations.  (I've been
using a rectangular button window in the bottom left corner for
ages.  Today it's only 1/4 of the screen width, and a "strut"
would prevent ever placing windows in the right 3/4 too.)
