There's no direct way in fvwm although it could be possible to patch fvwm to
always force windows onto screen, but I wouldn't like this.

Instead what you can do is make use of FvwmEvent:

        DestroyModuleConfig FE:*
        *FE: add_window SomeFunction

        DestroyFunc SomeFunction
        AddToFunc   SomeFunction
        + I PipeRead `[[ [$w.x] -lt 9 && $[w.y] -gt 10 ]] && echo "MoveToPage"`

Change to suit.
