What version of FVWM are you using?

It used to be the case long ago that the Style command didn't apply
immediately; the window had to be recaptured. But this doesn't happen
anymore. Styles are applied as soon as they're encountered for the matched
window(s), even if they're running.

I checked again that it's not the case for me.
The changes are applied only after killing and restarting xclock

Let's clarify one point: what I call "restarting fvwm" is using the fvwm
command "restart", (which takes a fraction of second),
not of course restarting the programm.
Do we agree for that definition?
If yes, I dont understand why using the restart function is bad: it's
so easy to save the config file before doing changes, or to save
the lines to modify by adding a #. It is a litle easier than copying
the modified lines from an other file.
Anyway, I tried FvwmConsole with "read debug", with half success:
some changes ware taken into account (Pager geometry for example),
but not the xclock style line, even after restarting xclock.
