As for what "DestroyFunc UrgencyFunc" does, it stops the following
from happening:

AddToFunc UrgencyFunc
+ I Iconify off
+ I FlipFocus
+ I Raise
+ I WarpToWindow 5p 5p
AddToFunc UrgencyDoneFunc I Nop


This is defined in $(fvwm-config -d)/ConfigFvwmDefaults -- although in
your casem you might find:

Style Foo !FPFocusByProgram

More beneficial.  Note again this aforementioned file is sourced
before all others, so unless your ~/.fvwm/config file overwrites the
function specified, you're none the worse off.

Note though that your situation depends entirely on the application,
and the circumstances in which you see your issue, who knows if the
suggestions contained herein will help you.   You're not exactly
specific.  I suppose I ought to be used to your kind.
