Just an information for most of you but something really important that happened in France, it has been confirmed by Etalab (the FR state IT) chief lawyer that in France, software produced by state (R&D and everything) is now FLOSS by law. Lionel has written an explanation: https://scinfolex.com/2017/12/08/les-logiciels-produits-par-les-administrations-sont-passes-en-open-source-par-defaut-et-voici-pourquoi/ This come from a law that has been voted last year, written by Axelle Lemaire (who came to POSS yesterday between two travels) called Loi pour une République numérique (law for a digital republic). There is also currently a public consultation on the government's politic of contribution to FLOSS. Public comments are now closed and the report will be published on February.
