Meanings evolve. From the outset of the EU the French demanded that French be one of the official languages. But English is the de facto language for Brussels as well as most of the international community (English is required at Chinese universities and even Indian writers often prefer English to Hindi). Meritocracy implies social and economic inequality. French universities cannot even compete for international talent because they are unwilling to accept English language programs or break social solidarity by paying exceptional faculty talent 2x the faculty median.
