From a quick look on the Web, New Mexico does not appear to be one of the 20 
states that restrict municipal broadband.  So neither the FCC ruling nor the 
court’s ruling should have much effect. However, most of the lists of state 
restrictions  were posted in 2014-2015. I don’t recall any new restrictions in 
New Mexico since then.
