Hello Nicholas I can verify that mris_decimate was not included in the Lion Freesurfer v5.3 release. I am not exactly sure why, but I suspect it has to do with compatibility issues with some of the 3rd party libs required to successfully build on the OSX platform.
I am working on building mris_decimate and will email you and the freesurfer list once this is complete.
