I have revisited why I think the way I do on this, which is almost entirely attributable to Darren Weber's research on the matter. I have added some details on the background to this on the page you quoted, here: wideman-one.com/gw/brain/analyze/formatdoc.htm What remains is to prompt the NIfTI folks (I'm assuming Bob Cox) to provide a citation for their/his view, so we can reconcile this.
