For what it's worth, the best dos menuing system I ever found was called Mark's Menu.  It was shareware, but it was fully functional.  Besides the disclaimer that shipped with the software being the funniest thing I'd ever read, it also had many functions, menus, submenus, I believe it even had access levels, though I'm not positive about that one.

I think the file name was mmenu401.zip, but I've just performed a quick search for that and didn't turn it up anywhere.  Perhaps a search of simtelnet or similar places will turn up a copy.

I don't recall theree being any graphics in the program, because it worked perfectlfy with my screen reader, so I'm pretty sure it was all text.

Good luck, hope you find something usable, I know menu systems are difficult to find something that works and does everything an individual might want.  I eventually gave up on menuing systems entirely, mostly because it was faster for me to just type the commands at the command prompt (something I still do today, even under windows)
