This sounds like a significant challenge. Problem 1: GNU COBOL is known to work on various flavors of *nix, Windows, and MacOS. DOS is not a supported target. Problem 2: GNU COBOL works by translating COBOL code to C, which is then compiled by the native C compiler on the host OS. That opens the question of what C compiler you will use under DOS and whether GNU COBOL will work with it if you *can* successfully install it under FreeDOS.
