Short version: No. As far as I know, Microsoft has not released the
source code to Windows 95/98 or Windows ME.

However, I know that Microsoft *has* released the source code to
Windows Calculator, and Windows Winfile (file manager). These are
officially released on Github:

I know that's not what you were asking for, but that's all I know about.
