Yes, that can be a little confusing. But, here is how to think about it…

BASE is a minimal set of packages to provide MS-DOS compatibility.

ALL is a much larger FULL installation of FreeDOS and provides many more 
packages.

However, the CD-ROM and Larger USB stick image also provide hundreds of 
megabytes of additional EXTRA packages that are not installed. These are never 
installed with BASE or ALL and are provided on the installation media for user 
convenience. 

That being said… If you run the installer in advanced mode, you have an 
additional option to perform detailed package selection through FDIMPLES at 
install time. 

As a side note. There are even versions of Windows that contain some extra 
software and utilities on their install disc. However, you must manually hunt 
down those programs and install them yourself.
