As far as I recall, there has never been a DOS version of PuTTY. It's Windows specific, though a Unix source archive exists if you want to try to build it on other platforms. (Releases are available as 32 bit or 64 bit code. Building a 16 bit version for DOS would be a considerable challenge.)
