Have you tried formatting your floppy as a 720K medium first? You might have to blind both holes of the diskette first (one for write permission, second for 720K selection). Note however, that once a 1.44 diskette has been formatted as 1.44, reformatting it as 720K is quite risky. The tracks might not reform correctly, leading to subsequent data loss.
