I do not advise to use FDUPDATE for anything - it's hackish, old and unmaintained. IIRC, it wasn't supporting proxy anyway. I stopped developing FDUPDATE years ago, and created FDNPKG as a better, leaner replacement.
What you might want to do instead, is using FDNPKG in offline mode. This requires you to download the FDNPKG CD, and configure an on-disk repository in FDNPKG. This way, FDNPKG will use your CD instead of accessing the internet.
