As opposed to GRUB 2, it additionally needs setting up the correct boot sector file (to be chainloaded from GRUB for loading the kernel), which is possible using FreeDOS's SYS. There's a fork called GRUB4DOS which includes easier FreeDOS kernel loading similar to GRUB 2.
