1.1 isn't finalized as everybody is too busy, too few developers and volunteers. But you can grab test 1.1 #3 here (from News Archive post "July 27" of this year): http://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/distributions/1.1-test3/ It lacks a lot of stuff, pretty minimalist, but that's the idea.
