You'll need at least the SHSUCDX and SHSUCDHD programs to access the 
ISO's contents:

SHSUCDHD /F:C:\FDBOOTCD.ISO
SHSUCDX /D:SHSU-CDH,X
X:
SETUP

I thought the bootdisks would be a bit more complete instead of only a 
kernel. Odd.
