a "Sound Blaster 16 PCI" is listed as being an SBPCI in these pages.

toggle PNP OS in the bios, to see if it helps. "OFF" usually does the trick. 
follow the directions in the drivers above. if it didn't work, use a different 
pci slot BEFORE messing with the config files.
