In terms of fulfillment of goals, yes, FreeDOS is much farther ahead. In terms of things that can be done, ReactOS has much larger shoes to fill. ReactOS aspires to be able to do as much as Windows, whereas DOS is probably somewhat simpler to clone. But yes, FreeDOS is probably more useable at this point.
