I have found two versions available on Fdos.org:
1) Pre-release version: 0.84-pre XMS_swap (67 KB):

2) Official version: 0.82 pl3 XMS_swap (92 KB):
http://prdownloads.sourceforge.net/freedos/com082pl3-xmsswap.zip?download
Pre-release 0.84 seems to be working just fine.
