DOSEMU 1.1.1-3 is really old now, and the freedos in the rpm you mention as well: please try 1.2.1, see www.dosemu.org. In most of these the accents should work out-of-the-box with 1.2.1. If not then it really depends where you run dosemu: using xdosemu, in an xterm or via telnet/ssh, or on the Linux console and I can only tell how to solve it if you say where it goes wrong.
