In Hong Kong, until the original owner apply for prosecution
procedure, or related to public interest (e.g. Pron or Intellectual
property such as popstar's video). Government usually don't go out and
sue someone, because they have to obtain information about the item,
is it GNU? or public domain? They have no idea.

I find some more games, I prefer TYRIAN because it's a very good
shooting game, it run even under WinNT4's DOSBox:
