your config.sys line is OK. What kind of virtual machine did you pick? I tend to use MS-DOS or Win98. Sometimes VMware configures cdrom as SCSI.
if you cannot get the cdromdriver working, please use another one. Atapicdd is in alpha-stage (author: jeremy davis).
I have the best experience with

AtapiCDD strangely hangs under kernel 2032a. not always, but often enough to let me not install it by default.
shsucdx /D:FDCD0001 would work,
or
shsucdx /D:FDCD0001,X (assigns drive X as first cdromletter for this driver)
